You apply to your state department of agriculture, not USDA, and each state sets its own dates. Maine takes 2027 Phase I applications until Oct. 30, 2026 (noon Eastern), and Washington takes 2027 concept proposals until Nov. 2, 2026 (noon Pacific). Other states post their own dates.
